Crash rankings for Riverside County cities (2023)

Last updated:

The latest OTS crash rankings cover 2023. That year the City of Riverside counted 1,805 people killed or injured (rank 6/15 among large cities), Moreno Valley 1,024 (rank 28/62) and Corona 493 (rank 50/62). Rank 1 is the worst. The table lists all 28 cities by crash type.

The California Office of Traffic Safety (OTS) publishes crash rankings for every incorporated city. The table below shows the 2023 rankings, the latest year OTS has published, for all 28 cities in Riverside County. Each city links to its OTS page.

How to read the table

  • A ranking such as 22/57 means 22nd out of 57 comparable jurisdictions, and number 1 is the highest, or worst. [source]
  • City population groups: A over 250,000; B 100,001-250,000; C 50,001-100,000; D 25,001-50,000; E 10,001-25,000; F 2,501-10,000. [source] Cities are compared only with cities in the same group, so a rank in Group B and a rank in Group E are not comparable.
  • The counts are victims killed and injured combined; damage-only crashes are not included. [source] The speed-related and hit-and-run columns count crashes with someone killed or injured rather than victims.
  • City rankings cover incorporated cities only: local streets and state highways within city limits that share jurisdiction with the CHP. A crash reported by the CHP on a shared-jurisdiction road does not count against the city. [source]

Countywide, OTS counted 15,177 people killed or injured in 2023, ranking Riverside County 37/58 among California's counties [source]. More countywide figures are on our county statistics page.

What the categories mean

  • Alcohol Involved: crashes with victims killed or injured where a driver, pedestrian or bicyclist was classified as "Had Been Drinking." [source]
  • Speed Related: crashes with victims killed or injured where speed was the primary factor. [source]
  • Hit and Run: crashes with victims killed or injured in which a driver left the scene. [source]
  • Composite: a ranking only, combining the drinking-driver, alcohol-involved, hit-and-run, nighttime and speed rankings as an indication of overall traffic safety. [source]

Reading the numbers with care

OTS says the rankings are only indicators of potential problems, and local circumstances can make a ranking overstate or understate a problem. [source] Rankings use the Empirical Bayesian Ranking Method, which weighs crash counts, population and vehicle miles traveled. [source] A small city can move many places in a ranking because of a handful of crashes, and a city with busy through-roads will record crashes involving people who don't live there. The rankings describe patterns across a whole city in one year; they say nothing about who caused any particular crash.

If you were hurt, what matters is the evidence about your own crash: the report, photos, witnesses and medical records. Our car accident, pedestrian and motorcycle pages explain how fault is decided.

Common questions

Which Riverside County city had the most people killed or injured in crashes?

In OTS's 2023 figures, the City of Riverside, the county's largest city, counted 1,805 people killed or injured [source], followed by Moreno Valley with 1,024 [source]. Raw totals largely track population; the ranks compare cities of similar size.

Why isn't there a 2024 or 2025 ranking?

OTS publishes crash rankings for the years 2017 through 2023; 2023 is the latest year available. OTS updates the rankings once all of a year's data has been reported.

Does a bad ranking mean my crash was the city's fault?

No. A city can be responsible only in specific situations, such as a dangerous condition of public property (Gov. Code § 835), and those claims have a six-month deadline. See our claims guide.

Who can I ask about the rankings?

OTS questions: contactots@ots.ca.gov or 916-509-3030. [source]
